I honestly don&amp;#39;t know, but at least the cover of that book suggest that the continental confederations pretty much handle their own business for their own championships.&lt;/p&gt;
&lt;p&gt;The Angolan Federation definitely knew of the risk in Cabinda. It was only a few years ago when the place was ridden with civil war. It&amp;#39;s obvious to me that any government on the continent knew and from what I read from various sources, the CAF had rules in place saying that teams had to fly to Luanda. &lt;/p&gt;
&lt;p&gt;Even though I agree with the CAF asking Togo why they drove, they have been complete assholes with how they have handled the aftermath. The absolute least they needed to do was delay the tournament for a couple days. Instead, they are almost pretending this never happened. &lt;/p&gt;

I&amp;#39;m certain FIFA has been criticized in the past for playing favorites to the most prosperous of nations in who they choose to host their International level competitions.&lt;/p&gt;
&lt;p&gt;So, they OK one of their events (albeit, not one of their marquee ones) in a country that is not exactly the crown in the AFrican jewel, and it blows up brutally in their faces. I wonder if anyone at FIFA was even paying attention or had the slightest idea of what the social realities were in Angola when they OK&amp;#39;d this deal.&lt;/p&gt;
&lt;p&gt;I&amp;#39;m not one to condone pleading ignorance to wash one&amp;#39;s hands clean of blood, but they are caught in quite the pickle. Either they were too ignorant to know better, or they DID know that there were rebel insurgents in the area and didn&amp;#39;t prepare / warn the teams sufficiently.&lt;/p&gt;
&lt;p&gt;Personally, I think ignorance is the real culprit here. I hope the tournament goes on without a hitch just so it doesn&amp;#39;t tarnish the name of Angola or Africa any further.&lt;/p&gt;
&lt;p&gt;But, with the World Cup around the corner and a compressed club season and Champion&amp;#39;s League / Europa cups to deal with, it must be REALLY TEMPTING to walk away right now for many of these players, and I doubt their respective clubs would complain if they did.&lt;/p&gt;

Apparently it was the Togolese Government who told the team to come home, but the players agreed to stay in Angola. They asked the question before it was known that three men had died. I can&amp;#39;t blame the CAF for asking the question, especially if they are accurate in saying that they have regulations that all teams must fly to the African Cup of Nations. I admit that one of my first thoughts was, &amp;quot;Why the hell is Togo driving in an area they know is full of separatist rebels?&amp;quot; That&amp;#39;s not to blame them for being attacked, but I don&amp;#39;t think you can form an opinion about the situation without asking the question.&lt;/p&gt;
&lt;p&gt;I don&amp;#39;t think the tournament should be cancelled unless we see more teams withdraw, and on the condition that the CAF and Angolan Federation move all games scheduled for Cabinda to other locations in safer areas of Angola. If it takes FIFA forcing that to happen, so be it. It may be a logistical nightmare, and require delaying the tournament by a few days, but they deserve to deal with that for scheduling games in Cabinda to begin with. &lt;/p&gt;
&lt;p&gt;I will also say well done on pointing out the ignorance about discussing the World Cup in relation to this tragic circumstance. I&amp;#39;ve read a lot of ignorant fan comments to the tune of &amp;quot;If this happens in Angola, what&amp;#39;s going to happen in South Africa?&amp;quot;. The question I have for the ignorant, is what civil war ceasefire (that is only 3-4 years old) is South Africa under right now? That&amp;#39;s right: NONE! Angola has been fighting the Cabinda separatists for years. I wasn&amp;#39;t shocked to read such drivel from ignorant fans, but for a guy in Phil Brown&amp;#39;s position to utter such garbage is shameful.&lt;/p&gt;
